History- After the outbreak occurred, Lugia created whirlpools around his fortress in the Whirl Islands to be almost impassable except for the most accomplished swimmers. It was aware that it would take time for the infection to calm down, and when the time was right, it would burst from its stronghold, deeply nestled in the ocean currents underneath the islands and try to eradicate the remaining filth from the lands. It communicates with Suicune with its telepathic powers.
