Usable pokemon question (Resolved)

I have to ask about the pokemon Larvesta. I know that it is a pre-evolution to the legend Volcarona, but is it usable?

I was thinking about making a Larvesta, but, would I be able to use it so long as I prevent evolution? Or is it one of those taboo pokemon?

Yes, it is usable. And Volcarona isn't legendary. It's just hard to obtain.

Phoenix has been using one most of last year and it was a Larvesta first as well. It is not a legend.
