Can TM moves be passed down by breeding?

I believe on my Soulsilver game I have taught my male Gardevoir a move via TM and, when I bred it, the TM move was passed down to the Ralts offspring as it was a TM it could have naturally learnt.
Can this same theory be used in making our characters; that if a parent pokemon had been taught a TM by their trainer then the offspring could inherit this move like a bred one without the TM being used on them?

Yes. As long as it is the male passing down TM's and HM moves, that is acceptable. It will need to be stated and make sense, though, in your character's history.
