I think there should be one for that specific place. As in, not to report any bad things or anything (since no one should do that anyways...), but to keep the place tidy and neat. I believe there is plenty of already finished commissions and requests over in the "new" area. Perhaps someone to cycle the place out and to put the completed requests into the Finished Requests/Commissions.
