Since non pokemon ghosts do play a decently large role in the main series pokemon games, I was wondering if we would be allowed to use them as NPCs, mainly plot devices?

Regarding Ghosts

I'm not staff, but I would say as long as you discuss it with your team and everyone has control over the NPC unless you have very specific plans for the NPC I would say yes. So long as you treat it like any other NPC and don't over develop it as a character, because that would take it out of NPC territory.

The ghost NPC is allowed, not just under Josh's notes above, but as long as it is a canonly haunted place in the games, like the tower in Lavender town. Any other places besides those select few may not have human ghosts.
