I'm not so sure.... I'm pretty sure Ghosts(in game canon anyways) are made just like normal Pokemon, except the few Genderless ones like Shedinja which only come from another Pokemon.... so... I guess the answer is maybe they had a past life?
Just for liklihood of such events though, the memories should be vague and hazy. Just so they don't ya know have all these memories and it overloads their minds. Death is not something most want to remember. XDDD
