Just a thought I've actually been thinking for a while. Would Phione, being a non-legend, be completely publicly used? Or would it be unique, as it is the child of a legend?

Records should be kept of questions such as this, so the same questions don't get asked over and over.

I think Rotom was the sort of "event" pokemon in the game, meaning you only got it through one means only, like Eevee, the fossils or snorlax in the original games. (I know you have two chances for snorlax, but that's beside the point XD) It's also found after you beat the game, which could be why it's with the unobtainable evolutions in the Sinnoh Dex. ("Unobtainable" meaning you couldn't get them till after the credits roll.)
